This is missing an article. I believe it should be “die Shorts”.
It is correct that way. In most cases “shorts” are used without an article. Exceptions: You are pointing at a particular pair of shorts.
The shorts I bought are too short.
Die Shorts, die ich gekauft habe, sind zu kurz.
There are phrases in German, where you should NOT use the article, because it sounds wrong or even silly.
In case of the shorts:
Bitte tragen Sie Shorts - please wear shorts (no other kind of trousers)
Bitte tragen Sie die Shorts - please wear the shorts (do not carry them around) - please wear THESE shorts.
